Website Use and Service Purchase Terms

Effective from: 4 September 2026

1. General Information

These Terms govern the use of www.kvartalaangars.lv (the “Website”), the submission of event reservation enquiries and the use of the ticketing module available on the Website.

The Website is operated by SIA “Easy Catering”.

In its business activities and communications, SIA “Easy Catering” uses the names “Angārs”, “Kvartāla Angārs”, “Tallinas kvartāla Angārs” and “Angārs koncertzāle” (collectively referred to as “Angārs”, “we” or “us”).

Ticket sales, order processing, payment acceptance and ticket delivery are provided by SIA “Biļešu Serviss PLG” through an embedded ticketing module or script displayed on the Website.

Although the ticketing module is displayed within the Website, ticket purchases are processed in the SIA “Biļešu Serviss PLG” system and are subject to the “Biļešu Serviss” Internet Shop Terms of Use.

By using the Website or submitting a reservation enquiry, the user confirms that they have read these Terms. When purchasing a ticket, the user must also read and accept the “Biļešu Serviss” terms made available during the purchase process.

Nothing in these Terms limits any mandatory rights granted to consumers by applicable law.

2.3. Event Organiser

The event organiser identified in the event description or on the ticket is responsible for the event’s content, delivery, quality, date, time, venue, artist line-up, age restrictions and any cancellation or rescheduling.

SIA “Easy Catering” is considered the event organiser only where it is identified as such in the event description, ticketing system, ticket or other event information.

Where an event at Angārs is organised by another party, SIA “Easy Catering” may act solely as the venue provider and is not automatically the event organiser.

3. Use of the Website

The Website may be used only for lawful purposes and in accordance with these Terms.

Users must not:

  • interfere or attempt to interfere with the Website’s operation;

  • attempt to gain unauthorised access to the Website, its servers, databases or administration systems;

  • introduce malware, automated requests or other harmful content;

  • use the Website for fraudulent or unlawful purposes;

  • impersonate another person or knowingly provide false information;

  • copy or commercially exploit Website content without permission;

  • use Website content in a manner that infringes the rights of Angārs or any third party.

Angārs may restrict access to the Website where a security threat, unlawful conduct or a material breach of these Terms is identified.

4. Information Published on the Website

We take reasonable steps to keep the information published on the Website accurate and current. However, event times, programmes, artist line-ups, prices, ticket availability and other information may be clarified or changed.

Before purchasing a ticket, users should verify the event name, organiser, date, time, venue, price, age restrictions and other event-specific terms displayed in the “Biļešu Serviss” module.

If information in the Website’s general content differs from information displayed in the “Biļešu Serviss” purchase module or order confirmation, the purchaser should contact Angārs or “Biļešu Serviss” before completing the purchase.

Obvious technical, typographical or pricing errors will be handled in accordance with applicable law and the terms of the responsible service provider.

5. Intellectual Property

The Website’s design, texts, photographs, videos, graphics, logos, names and other content belong to SIA “Easy Catering”, its partners or the relevant rights holders and are used with permission.

Website content may be viewed and used for personal, non-commercial purposes.

Unless permitted by law, Website content may not be copied, republished, modified, distributed, sold or otherwise used commercially without prior written permission.

The software, design, trademarks and content of the embedded “Biļešu Serviss” module belong to SIA “Biļešu Serviss PLG” or the relevant rights holders.

6. Purchasing Tickets Through the “Biļešu Serviss” Module

6.1. Embedded Ticketing Module

Ticket sales on the Website are provided using a technical solution operated by SIA “Biļešu Serviss PLG”.

The module may be visually displayed within the Website, but orders submitted through it are processed in the “Biļešu Serviss” system.

SIA “Biļešu Serviss PLG” provides:

  • the technical ticket-selection and order process;

  • processing of order information entered by the purchaser;

  • the payment process;

  • order confirmation and ticket delivery;

  • technical administration of the ticket;

  • customer support concerning orders, payments and ticket delivery.

SIA “Easy Catering” does not process payment-card details or technically issue electronic tickets.

6.2. Applicable “Biļešu Serviss” Terms

Ticket purchases are subject to the SIA “Biļešu Serviss PLG” Internet Shop Terms of Use in effect at the time of purchase.

Before completing payment, the purchaser must review:

  • the information concerning the specific event;

  • the ticket price and applicable charges;

  • any restrictions on the use of the ticket;

  • the “Biļešu Serviss” Internet Shop Terms of Use;

  • the “Biļešu Serviss” data-processing principles.

The order process, shopping-cart reservation period, available payment methods, ticket-delivery process and other technical conditions are determined by SIA “Biļešu Serviss PLG”.

6.3. Prices and Payments

Ticket prices and the number of tickets available in each price category are determined by the relevant event organiser.

SIA “Biļešu Serviss PLG” may apply ticketing or service fees in accordance with its terms. The total amount payable is displayed in the ticketing module before the purchase is confirmed.

Payment is made using the payment methods offered by “Biļešu Serviss”. Payment processing is provided by “Biļešu Serviss” and its selected payment service providers.

Questions concerning:

  • failed or duplicate payments;

  • payment status;

  • invoices for ticket purchases;

  • service fees charged by “Biļešu Serviss”;

  • non-delivery of a ticket;

should be addressed to SIA “Biļešu Serviss PLG” at info@bilesuserviss.lv or +371 66100335.

6.4. Ticket Delivery and Storage

Electronic tickets are sent to the purchaser’s email address or made available in the purchaser’s account by SIA “Biļešu Serviss PLG”.

The purchaser is responsible for providing a correct email address and keeping the ticket secure.

If a ticket has not been received, the purchaser should:

  • check their spam or junk-mail folder;

  • check their “Biļešu Serviss” account, where applicable;

  • contact “Biļešu Serviss” customer support.

A ticket may be valid for one admission only. If a ticket code has been copied or provided to several people, admission may be granted to the first person who presents the valid code.

SIA “Easy Catering”, the event organiser and SIA “Biļešu Serviss PLG” are not responsible for consequences caused by the purchaser voluntarily sharing, publishing or failing to protect the ticket code.

Ticket forgery, unauthorised copying and fraudulent use are prohibited.

7. Right of Withdrawal

Tickets for concerts, entertainment events and other services provided on a specified date or during a specified period are generally excluded from the 14-day right of withdrawal applicable to distance contracts.

A purchaser cannot therefore unilaterally return a ticket merely because they have changed their mind or can no longer attend for personal reasons.

A ticket exchange, repurchase or refund may be available:

  • where required by applicable law;

  • where the event is cancelled, rescheduled or materially changed and the purchaser is entitled to a refund;

  • where the event organiser has established a more favourable policy.

The technical exchange or refund process is carried out by the event organiser or by SIA “Biļešu Serviss PLG” under an arrangement with the event organiser.

8. Event Cancellation, Rescheduling or Changes

8.1. Responsibility for the Event

The event organiser is responsible for cancellation, rescheduling, venue changes and other material changes to the event.

SIA “Biļešu Serviss PLG” sells tickets in the interests of the event organiser but is not responsible for the event’s content, quality, delivery, advertising, cancellation or rescheduling.

Where SIA “Easy Catering” is the event organiser, it provides information about event changes and arranges the technical ticket-exchange or refund process with “Biļešu Serviss”.

Where another party is the event organiser, that organiser is responsible for event changes and decisions concerning ticket refunds.

8.2. Cancelled Events

If an event is cancelled, the purchaser is entitled to a refund in accordance with applicable law.

The refund application and payment procedure is determined by the event organiser in cooperation with SIA “Biļešu Serviss PLG”.

A refund may be processed through “Biļešu Serviss” where the event organiser has issued the appropriate instructions and fulfilled its obligations towards “Biļešu Serviss”.

Purchasers should retain their ticket, order confirmation and proof of payment until the refund has been received.

8.3. Rescheduled or Materially Changed Events

If an event is rescheduled or materially changed, the event organiser will provide information about:

  • whether the ticket remains valid for the new date or venue;

  • the option to retain the ticket;

  • the ticket-exchange or refund procedure;

  • the period within which the purchaser must communicate their decision.

“Biļešu Serviss” may exchange tickets or process refunds only in accordance with instructions and an arrangement received from the event organiser.

Minor changes to the programme, starting time, artist line-up or technical arrangements do not automatically create a right to a refund where the essential nature of the event has not materially changed.

Each situation will be assessed in accordance with the circumstances and the purchaser’s mandatory consumer rights.

8.4. Non-Attendance or Late Arrival

No refund is provided for an unused ticket where the visitor does not attend for personal reasons.

Visitors are responsible for arriving on time. In the event of late arrival, admission may be delayed until an appropriate time or refused where entry would disrupt the event or create a safety risk.

9. Event Admission Rules

Visitors must comply with:

  • event-specific rules and age restrictions;

  • lawful instructions issued by Angārs employees, the event organiser and security personnel;

  • public-order, fire-safety and other safety requirements;

  • the rights of other visitors, employees and performers.

Upon request, visitors must present a valid ticket issued by “Biļešu Serviss” and, where necessary to verify age, eligibility for a discount or a personalised ticket, an identity document.

Admission may be refused or a visitor may be required to leave where that person:

  • presents an invalid, forged or previously used ticket;

  • cannot demonstrate eligibility for a discounted ticket;

  • does not satisfy the event’s age restrictions;

  • is under the influence of alcohol or other intoxicating substances to an extent that may endanger themselves or others;

  • behaves aggressively, violently or materially disrupts the event;

  • brings prohibited or dangerous items;

  • fails to comply with safety requirements or lawful instructions;

  • otherwise materially breaches these Terms or the event-specific rules.

Where admission is reasonably refused because of the visitor’s breach, the ticket price may not be refundable.

Minors may attend only in accordance with the event’s age restrictions and applicable Latvian law.

10. Photography and Filming at Events

Photography and filming may take place during events. The resulting material may be used to document the event and in communications by Angārs or the relevant event organiser, including on websites and social-media channels.

Further information about personal data processed by SIA “Easy Catering” is available in the Website’s Privacy Policy.

Where photography or filming is carried out by another event organiser, information about the related processing must be obtained from that organiser.

Professional photography, filming or audio recording for commercial purposes is permitted only with the prior approval of Angārs and, where applicable, the event organiser.

11. Event Reservation Enquiries

An event reservation form submitted through the Website constitutes a request for an offer. It is not confirmation of a venue reservation and does not require Angārs to provide the selected date or service.

A reservation becomes binding only after:

  • Angārs has confirmed the reservation in writing;

  • the parties have agreed on the essential service terms; and

  • any advance-payment or other conditions specified in the offer or contract have been fulfilled.

The price, scope of services, event time, cancellation terms, advance payment and responsibilities of the parties are specified in the individual offer or contract.

An event reservation at Angārs and the purchase of a public-event ticket through “Biļešu Serviss” are separate services.

12. Promotions and Discounts

Promotions, discount codes, presale offers and competitions may be subject to separate conditions and validity periods.

Where a discount applies to tickets sold by “Biļešu Serviss”, the rules of “Biļešu Serviss” and the relevant event organiser also apply.

Purchasing a discounted ticket does not guarantee admission if the visitor cannot demonstrate their eligibility for that discount at the entrance.

Promotion terms must not restrict mandatory consumer rights.

13. External Services and Embedded Content

The Website may include third-party services such as:

  • the SIA “Biļešu Serviss PLG” ticketing module;

  • payment solutions;

  • Google Maps;

  • social-media content;

  • video, analytics and advertising services.

When a user interacts with an embedded third-party service, information may be transmitted to the relevant provider.

The provider’s terms and privacy policy may apply to the use of that service.

The fact that the “Biļešu Serviss” module is visually embedded in the Website does not mean that SIA “Easy Catering” administers the “Biļešu Serviss” system or processes payment-card information.

14. Personal Data and Cookies

Personal data processing carried out by SIA “Easy Catering” is described in the Website’s Privacy Policy.

Personal data entered into the ticketing module is processed by SIA “Biļešu Serviss PLG” as a separate data controller for ticket sales, payments and delivery.

Data entered during a ticket purchase is transmitted directly to the “Biļešu Serviss” system even where the module is displayed within www.kvartalaangars.lv.

“Biļešu Serviss” may provide necessary data to the relevant event organiser, including to communicate important event information, arrange refunds or perform other event-related obligations.

Information about processing by “Biļešu Serviss” is available at:

https://www.bilesuserviss.lv/vispareja-informacija/company/404/privatuma-principi

Information about Website cookies and the activation of embedded services is available in the Cookie Policy.

Purchasing a ticket or submitting a reservation enquiry does not automatically constitute consent to receive Angārs marketing emails.

15. Responsibility

SIA “Easy Catering” is responsible for:

  • Website content published by SIA “Easy Catering”;

  • venue rental, catering and other services provided directly by Angārs;

  • the event’s delivery where SIA “Easy Catering” is identified as the event organiser;

  • admission and safety arrangements at the Angārs venue to the extent required by its actual role.

SIA “Biļešu Serviss PLG” is responsible under its terms for:

  • the technical ticket-purchase process;

  • arranging payment processing;

  • issuing and electronically delivering tickets;

  • operation of its system and user accounts;

  • customer support relating to ticket orders.

The relevant event organiser is responsible for:

  • the event’s content and quality;

  • the date, time and venue;

  • cancellation, rescheduling and material changes;

  • decisions and financial obligations relating to ticket refunds.

This allocation of responsibilities does not prevent a consumer from making a claim against the person legally responsible for the relevant obligation.

Nothing in these Terms excludes or limits liability that cannot legally be excluded or limited.

16. Force Majeure

Angārs is not responsible for a delay or failure to perform caused by extraordinary circumstances that could not reasonably have been foreseen or prevented, such as natural disasters, decisions of public authorities, serious public-safety threats, epidemics, strikes or widespread energy or communications failures.

In a force-majeure situation, the responsible event organiser will inform visitors as soon as reasonably possible.

This provision does not remove any mandatory consumer rights, including the right to a refund where a paid service is not provided.

17. Complaints

17.1. Questions About Ticket Purchases

Questions concerning ticket orders, payments, ticket delivery, user accounts or operation of the “Biļešu Serviss” system should be directed to:

SIA “Easy Catering” will respond to a written consumer complaint within 15 business days.

17.3. Out-of-Court Dispute Resolution

If a dispute cannot be resolved directly, consumers may contact:

Consumer Rights Protection Centre of Latvia
Brīvības iela 55, Riga, LV-1010, Latvia
Email: pasts@ptac.gov.lv
Website: www.ptac.gov.lv

If assistance from the Consumer Rights Protection Centre does not resolve the dispute, the consumer may request that it be considered by the Consumer Dispute Resolution Commission or another competent out-of-court dispute-resolution body.

Consumers retain the right to bring a claim before a competent court.

18. Applicable Law

These Terms and legal relationships connected with the use of the Website or Angārs services are governed by the laws of the Republic of Latvia.

Ticket purchases are additionally governed by the SIA “Biļešu Serviss PLG” Internet Shop Terms of Use.

Nothing in these Terms limits the protection granted to consumers by mandatory applicable consumer law.

19. Changes to the Terms

Angārs may amend these Terms where the Website’s functionality, offered services, cooperation with “Biļešu Serviss” or applicable requirements change.

The current version will always be available on the Website together with its effective date.

A confirmed Angārs reservation is governed by the version in force when the relevant agreement was entered into.

A ticket purchase is governed by the SIA “Biļešu Serviss PLG” terms and event-specific conditions in force at the time of purchase.

Users may save or print these Terms.

If these Terms are published in several languages and there is a discrepancy between translations, the Latvian version prevails to the extent permitted by applicable law.
